Sarkar is a periodic contributor in different Development e- platforms viz, Academia.edu, World pulse, UNDP Solution exchanges, sharing concerns on policy issues related to SHG, MF, FPO etc with eminent Business Schools/Institure development professionals, Academicians– and was the member of Scientific Advisory committee(SAC) of KVK- Mundra, Kutchh, Gujarat; KVK- Kokrajhar, Assam: KVK- Purulia, West Bengal: Administrator (as ZPM) KVK-Godda, Jharkhand –etc., .He( Shri. Sarkar) was also the guest Resource person on Intuition development, FPO, Micro Fiance at National Livelihood Resource Institute-NLRI at Ratlam, MP- ( an AICTE approved Management Traing Institute supported, established by KRIBHCO-GVT)and impanelled resource person of erstwhile Micro Finance  Gateway-Consultative Group to Assit the Poor), Sa-Dhan Resource director for Capacity Building in the MFI, SHG sector UNDP Ready Rkkoner-Micro Finance 2010 on SHG based Micro Finance , Disaster Management .
